Rhys Hurley

Rhys Hurley joined the Intellectual Property Office in 2006, and has worked in range of roles, predominantly within domestic and international policy development, stakeholder engagement, project management and delivery. He is now a Senior Policy Advisor in the IP Enforcement Partnership and Engagement Team where he is responsible for implementing areas of the 2022-27 IP Counter-Infringement Strategy. Prior to his current role, Rhys worked on post-Brexit trade negotiations where he advised on aspects of copyright law and represented the UK at the World Intellectual Property Organisation Standing Committee on Copyright and Related Rights. Rhys was Secretary to the UK IP Crime Group between 2012 and 2015 where he worked closely with representatives from government, law enforcement and industry. He also led the response to the ‘Penalty Fair?’ review into penalties for copyright infringement, which saw him support Ministers in taking legislation through parliament, resulting in law change in 2016. He also designed and implemented the first ever training course on IP Crime Enforcement for all police Officers in England and Wales. Rhys graduated from the University of South Wales in 2018 with a master’s degree in IP Law. He also spent seven years as a volunteer Police Officer with Gwent Police and also co-founded a charity where he spent two years on the board.
