It impacts on all moveable property and regulates the ability of businesses and individuals to use their moveable property to raise finance. For many businesses, the ability to raise finance using their moveable assets can make the difference between success and failure. However, the law as it stands is not fit for purpose. The Bill seeks to remedy this.
